It was built in 1927, along with the coastal avenue and Quirós Park, for travellers to have an appropriate waiting room, since Colón's port had had a very significant traffic. Its construction was precisely demanded by doctor Herminio Quirós.

Nowadays the Municipal Tourist Secretariat works there.
